تعلن وزارة التعليم العالى عن بداية التقديم لمنح دراسية فى اطار المبادرة المصرية للمنح الدراسية والسياحة التعليمية وفقا للشروط الاتية : –

التقديم على المنحة.

▪︎ أن يكون الطالب المتقدم للمنحة الدراسية متفوق أكاديمياً، ومستوفي شرط الحد الادنى 70 %ثانوية عامة للمرحلة
الجامعية – تقدير جيد لمرحلتي الدراسات العليا (.
▪︎ توافر الحد الأقصى للسن )19 مرحلة جامعية – 26 سنة ماجستير – 32 دكتوراه(.
▪ تقديم مقترح بحثي بالنسبة لراغبي اإللتحاق بالدراسات العليا.

▪ تقديم المستندات والوثائق المطلوبة للتقديم.
▪ كتابة خطاب شخصي جيد.
▪ تقديم خطابي توصية عل الاقل، مع توفير بيانات الموصين )هاتف – بريد اليكتروني( للتواصل معهم عند الحاجة.

▪ تقديم سيرة ذاتية تفصيلية.
▪ إجراء مقابلة شخصية عن طريق الزووم أو الهاتف ووفقا للألية المتاحة، لمن تم إختيارهم مبدئيا من لجنة التقييم
والإختيار.
2 -معايير المفاضلة بين المتقدمين/المرشحين للحصول على المنحة.
▪ الأفضلية للحاصلين على أعلى درجات.
▪ الأولوية للطالب المتقدم على المنحة فقط )دون التقدم على نفقة خاصة( .
▪ الأولوية للأصغر سنا.
▪ بالنسبة للدراسات العليا الأولوية لمن لديه موافقة على الدراسة من جامعة مصرية ، أو جامعة أجنبية ذات تصنيف عالي.
3 -أسباب قطع المنحة أو تخفيضها )ما لم يكن لدي الطالب عذر قهرى تم اقراره من خلال مجلس الكلية(:
▪ إذا تم رفض الطالب من جانب الجهات المعنية.
▪ عدم التسجيل بشكل منتظم في الحد الأقصى للمواد الدراسية في كل فصل دراسي وحسب متطلبات التخصص.
▪ الرسوب أو عدم تحقيق الطالب المستوى الأكاديمي المطلوب )جيد(.
▪ الراسب يسدد 100 %من المصاريف الدراسية عن العام التالي لعام الرسوب.
▪ الحاصل على تقدير عام أقل من جيد يسدد 50 %من المصاريف الدراسية عن العام التالي.
▪ تستأنف المنحة كاملة في حالة تحقيق الطالب تقدير جيد في العام التالي لقطع المنحة.
▪ إذا صدر بحق الطالب حكم بجناية أو بجنحة مخلة بالشرف.
4 -منح تحفيزية :
▪ منح أوائل الخريجين من الطالب الوافدين بالمرحلة الجامعية من غير الحاصلين على منح سابقة ، تخفيض 50 %من
قيمة المصاريف الدراسية للدراسات العليا.تحفيزا لهم لأستكمال دراستهم بالدراسات العليا على نفقتهم الشخصية بالجامعات
المصرية.
▪ منح كافة الخريجين من الطلاب الوافدين )من غير الأوائل( بالمرحلة الجامعية، تخفيض 25 %من قيمة المصاريف
الدراسية لمرحلة الدراسات العليا. تحفيزا لهم لأستكمال دراستهم بالدراسات العليا

Rules of implement EGY-AID scholarships (Cultural Exchange – Sub-Committee for International Students at The Ministry of Foreign
Affairs)
For both the undergraduate and postgraduate levels:
▪ Scholarship students are registered through the scholarship platform in accordance with the rules governing this.
▪ The student pays $100 upon registration for the examination and evaluation of the documents submitted by the student
on the platform.
▪ The deadline to apply is 15/9/2023
▪ The student must fulfill all the conditions/ requirements for admission to apply for the Egyptian universities in the
academic level they are nominated to receive a scholarship in
▪ The student applying on the “Study in Egypt” platform, at his own expense and completes all the procedures is entitled
to apply on the scholarship track (EGY-AID) in the same year.
▪ Scholarship applicants may not be registered until a response is received from the concerned security authorities,
▪ A percentage of scholarships offered through Cultural programs and Agreements and the sub-committee for
international students at the Ministry of Foreign Affairs is allocated for nomination to faculties of the following sectors
(medicine – engineering – computers and information), according to what the committee deems appropriate and
according to the numbers of students applying to study at their own expense, as well as the number of scholarship
applicants from each country individually.
▪ International students who are candidates for scholarships are accepted by Egyptian universities in regular/mainstream
departments and divisions. In case a student wishes to enroll in another academic program with fees, the student pays
the fees and tuition fees enforced on self-funded international students in that program.
▪ The established scholarships are distributed to all universities throughout the Republic, within the limits of the
universities’ capacity, in proportion to the number of international students at their own expense.
▪ International students whose acceptance has been approved by the Presidency of the Republic are not entitled to
benefit from scholarships or apply for exemption or reduction of fees and tuition fees established for international
students in foreign currency, with the exception of Agency for Development scholarship students at the Ministry of
Foreign Affairs .
▪ All Universities shall contact the Ministry of Higher Education and Scientific research – the Central Administration for
International Student Affairs- a list about any students who are nominated on the basis of programs or agreements of
the Nile Basin, projects of the European Union or foreign scholarships funded through joint projects, training courses in
Arabic language centers of universities or any short-term training, attached with a copy of the agreement conducted
or letters of exchange with foreign universities and in addition to the copies of the students’ passports for approval by
the competent authority.
▪ Scholarship students from African countries (Anglophone and Francophone) are exempted from tuition fees in the
language departments of the faculties of Egyptian universities, except for new programs, according to the decision of
the Supreme Council of Universities in its session of 19/8/2017.
▪ The undergraduate scholarship cannot be converted to a postgraduate scholarship Or vice versa
▪ Scholarships allocated for the current academic year may not be postponed to the next academic year Only after
presentation to the competent committee.
▪ The scholarship is terminated if the student does not use it in the year of nomination and is not replaced by another
student.

for the scholarship:
▪ The student applying for the scholarship should be academically outstanding and fulfill the minimum requirement (70%
high school for the undergraduate level – a good grade for the two postgraduate studies)
▪ Maximum age of availability (19 undergraduate degree- 26 years, master’s degree- 32 doctorate PhD).
▪ Submit a research proposal for those wishing to enroll in postgraduate studies.
▪ Submit the documents required for the application.
▪ Write a good personal letter.
▪ Provide at least a letter of recommendation, with the details of the referrers (telephone- e-mail) to contact if necessary.
▪ Provide a detailed CV.
▪ Conduct a personal interview via Zoom or phone, according to the available mechanism, for those who were initially
selected by the Evaluation and Selection Committee.
2-Criteria for selection of applicants/candidates for the scholarship:
▪ Preference is given to those with the highest grades
▪ Priority for the student applying for the scholarship only (without applying at private expense
▪ Priority for the youngest
▪ For postgraduate studies, priority is given to those who have approval to study from an Egyptian university, or a highly
ranked foreign university.
3- Reasons for cutting or reducing the scholarship (unless the student has a compelling excuse approved by the Faculty Council):
▪ If the student is rejected by the concerned authorities.
▪ Not registering regularly in the maximum academic subjects in each semester and according to the specialization
requirements.
▪ Failure or failure of the student to achieve the required academic level (Good).
▪ The failure pays 100% of the tuition fees for the year following the year of failure.
▪ Those with an overall grade of less than good pay 50% of the tuition fees for the following year.
▪ The full scholarship will be resumed if the student achieves a good grade in the year following the termination of the
scholarship.
▪ If a judgment is issued against the student with a felony or a misdemeanor involving moral turpitude.
4-Incentive scholarships:
▪ Scholarships for first-time graduates of international undergraduate students who have not received previous
scholarships, a 50% reduction of the value of postgraduate tuition fees. In order to encourage them to complete their
postgraduate studies at the Egyptian universities at their own expense.
▪ All international scholarships (other than first-year graduates) are granted a 25% reduction in the value of tuition fees
for postgraduate studies. An incentive for them to continue their studies with postgraduate studies.

suivantes
▪ .Les étudiants boursiers sont inscrits via le portail des bourses conformément aux règles qui le régissent
▪ L’étudiant paie 100 $ lors de son inscription en échange de l’examen et de l’évaluation des documents
.soumis par l’étudiant sur la plateforme.
▪ .La date limite pour postuler aux subventions est le 15/09/2023
▪ L’étudiant remplit toutes les conditions qui le qualifient pour rejoindre les universités égyptiennes au
.stade académique du candidat à la bourse
▪ L’étudiant postulant via le site Internet de la plateforme « Etudier en Égypte » à ses frais et ayant
accompli toutes les démarches a le droit de postuler dans le cadre de la filière bourse. )( dans la même
année.
▪ Les étudiants boursiers ne peuvent pas être inscrits avant d’avoir reçu une réponse des autorités de
.sécurité concernées.
▪ Des pourcentages des bourses offertes dans le cadre des programmes et accords culturels et du sous￾comité pour les expatriés du ministère des Affaires étrangères sont alloués pour nomination dans les
facultés ( ,médecine–Ingénierie–Ordinateurs et informations(, selon ce que la commission juge approprié
et en fonction du nombre d’étudiants postulant pour étudier à leurs frais, ainsi que du nombre de
.candidats à des bourses de chaque pays séparément.
▪ Quant aux étudiants étrangers candidats à une bourse, ils ne sont admis dans les universités égyptiennes
.que dans les départements et divisions ordinaires
▪ Les bourses agréées sont distribuées à toutes les universités de la République, dans la limite de leurs
.capacités, proportionnellement au nombre d’étudiants étrangers et à leurs frais
▪ Les étudiants étrangers dont l’admission a été approuvée par la Présidence de la République n’ont pas
le droit de bénéficier de bourses ni de demander l’exonération ou la réduction des frais et frais de scolarité
prescrits pour les étudiants étrangers en devises étrangères, à l’exception des étudiants boursiers de
.l’Agence de Développement à Ministère des Affaires étrangères
▪ – Les universités fournissent au Ministère de l’Enseignement supérieur et de la Recherche scientifique
l’Administration centrale pour les affaires étudiantes internationales – un relevé des étudiants recrutés
grâce à des programmes ou accords du Bassin du Nil, des projets de l’Union européenne, une bourse
étrangère dans le cadre de projets communs, des formations. dans les centres de langue arabe des
universités, ou toute formation de courte durée, accompagnée d’une copie de l’accord conclu ou des lettres
d’échange avec des universités étrangères, ainsi que des copies des passeports des étudiants, pour
.approbation par l’autorité compétente
▪ Les étudiants boursiers des pays africains )anglophones(–francophone( des frais de scolarité dans les
départements de langues des facultés des universités égyptiennes, à l’exception des nouveaux
.programmes, selon la décision du Conseil suprême des universités en sa séance du 19/08/2017
▪ Une partie ou la totalité des bourses de premier cycle offertes ne peuvent pas être échangées contre des
.bourses de troisième cycle, ou vice versa.
▪ Il n’est pas permis de reporter la mise en œuvre des bourses approuvées pour les candidatures d’une
.année universitaire à l’année suivante sauf après présentation à la commission compétente.
▪ La bourse est perdue si l’étudiant n’en bénéficie pas l’année de candidature et qu’elle n’est pas
.remplacée par un autre étudiant

▪ uneL’étudiant postulant à la bourse doit être supérieur sur le plan académique et remplir une
condition.Minimum )70% d’études secondaires pour le niveau universitaire–Bonne note pour mes études
)postuniversitaires.
▪ Disponibilité de l’âge maximum )19 ans pour le premier cycle–26 ans, Masters–32 doctorat( .
▪ Soumettre une proposition de recherche pour ceux qui souhaitent s’inscrire à des études de troisième
cycle.
▪ Soumettre les documents et papiers requis pour la candidature .
▪ Écrivez une bonne lettre personnelle .
▪ présentationAu moins deux lettres de recommandation, avec les informations des recommandataires
)tél.–e-mail( pour communiquer avec eux en cas de besoin.
▪ Déposer un CV détaillé .
▪ Réaliser un entretien personnel via Zoom ou par téléphone, selon le mécanisme disponible, pour ceux
qui ont été initialement sélectionnés par le Comité d’évaluation et de sélection.
6- Critères de sélection des candidats à la bourse.
▪ La préférence est donnée à ceux qui ont les notes les plus élevées .
▪ Priorité à l’étudiant postulant à la bourse uniquement )sans postuler à frais privés( .
▪ Priorité aux plus jeunes .
▪ Pour les études de troisième cycle, la priorité est donnée à ceux qui ont l’autorisation d’étudier dans une
.université égyptienne ou une université étrangère avec une note élevée.
7- Raisons de la suppression ou de la réduction de la bourse )Ce qui n’était pasJ’aiL’étudiant
dispose d’une excuse impérieuse approuvée par le Conseil de la faculté
▪ Si l’étudiant est rejeté par les autorités concernées.
▪ Ne pas s’inscrire régulièrement dans le maximum de matières académiques à chaque semestre et selon
les exigences Spécialisation.
▪ Échec ou échec de l’étudiant à atteindre le niveau académique requis bon.
▪ .L’étudiant en échec paie 100% des frais de scolarité de l’année suivant celle de l’échec.
▪ .Ceux qui ont une note générale inférieure à bonne paient 50 % des frais de scolarité pour l’année
suivante.
▪ La bourse complète reprend si l’étudiant obtient une bonne note dans l’année qui suit l’arrêt de la
.bourse.
▪ Si émis contre l’étudiant Condamnation pour un crime ou un délit impliquant une turpitude morale .
8- les Bourses incitative
▪ Bourses pour les premiers diplômés d’étudiants étrangers de niveau universitaire qui n’ont pas de
bourses antérieures, une réduction de 50% sur la valeur des frais de scolarité pour les études de troisième
cycle. Les motiver à terminer leurs études de troisième cycle à leurs frais personnels dans les universités
égyptiennes.
▪ Accorder à tous les diplômés d’étudiants étrangers )autres que les meilleurs étudiants( au niveau
universitaire une réduction de 25% sur la valeur des frais de scolarité pour les études de troisième
